Captain Shelia Frazier – Finney was born in Birmingham, Alabama to the late Mr. and Mrs. Billy Frazier Sr. She is a graduate of West End High School, a mighty marching lion. She earned a Bachelor of Criminal Justice Degree from Faulkner University and attended Talladega College (3yrs). She earned her Juris Doctorate Degree from the Birmingham School of Law, Certification from the Law Enforcement Executive Development Institute (LEEDA), Certified Instructor, FBI Instructor Development Course, and Certified Trainer with Valor, Train the Trainer, licensed Histological Technician, American Society for Clinical Pathology among various other training and certifications.
She attends the Broad Street Missionary Baptist Church, Rev. Truitt Evans Sr., Pastor. She is a member of the spiritual chorus choir, Circle #1 Mission, Sunbeam mission teacher, youth advisor and Trustee Board member.
Captain Shelia Finney has served over 24 years with the Birmingham Police Department. She is currently the commander of the Community Safety Partnership Division. Captain Finney has held numerous rewarding positions, to include, undercover detective and sergeant (Vice/Narcotics) 13 years, Task force supervisor, East Precinct, Lieutenant, West Precinct, Community Service Division Unit Commander. She managed the activities of the police departments’ Police Athletic Teams, Explorers, Chaplains Corps and numerous community-based activities. Captain Finney is devoted to the community she serves. Since joining the force, she has received numerous awards and commendations. She received two Frontline of Excellence Awards, Life Saver Award, and Police Officer of the Month, The Exchange Club Officer of the Month Award, SWAT Team Ministry Award (Mt Olive Baptist Church) and numerous letters of commendations. Captain was recently appointed to the Pension Board’s Elections Committee by Mayor Randall Woodfin. She is a member of the National Organization of Black Law Enforcement Executives (NOBLE) and pledged Zeta Phi Beta Incorporated, Iota Chapter, Talladega College.
Captain Shelia Finney proudly serves as the president of the Mount Pilgrim Baptist District Association’s youth department. She aims to develop future leaders. Her dedication and persistence led to the development of the Youth Advisory Council and Young Ministers Association, allowing youth in the association to make decisions. The youth department are proud members of Prayer Force United. She host and facilitates an annual youth conference (300 delegates) among many events throughout the year, Annual Bible Bowl, Oratorical contest, Rose pageant, Youth rally, South West Youth Conference, Semi/ annual session programs, Rite of passage, and various other kingdom building activities for youth.
Shelia Finney is married to Mr. Willie Finney Jr and the proud parent of Brandon Finney and nephew, Jeremiah Finney. She has three devoted siblings, two sisters, Veronica Barlow (Randy), Billie Franklin (Fred), one brother, Billy Frazier Jr (Katina).
Shelia’s favorite scripture is “Trust in the lord with all thine heart, lean not to thy own understanding but in all ways, acknowledge him and he shall direct thy path.” Proverbs 3:6.
