Lieutenant Timothy Bell

Lieutenant Timothy Bell is a native of Birmingham, Alabama, and a 1986 graduate of Huffman High School. He enlisted in the U.S. Army in August 1986 and retired in February 2007 as a First Sergeant (1SG). He began his law enforcement career with the Jefferson County Sheriff’s Office in 2007 and transferred to the Birmingham Police Department in 2009. He has served as a Patrol Officer in West Precinct, a School Resource Officer in the Community Service Division, a District and High-Intensity Community Oriented Patrol Program (HICOPP) Sergeant in North Precinct, an Internal Affairs Division Investigator, the Assistant Commander of Internal Affairs and Watch Commander in North Precinct.

He is currently the Executive Assistant to the Deputy Chief of the Investigative Bureau.Lieutenant Bell’s law enforcement training certifications include Management and Supervision for Law Enforcement, Personnel Board of Jefferson County Leading People Certificate, Managing Processes Certificate, Professional Development Certificate, Internal Affairs Investigator’s Course, Body Worn Camera Video Analysis for I.A. Investigators Course, Kinesics Interview and Interrogations Course (Level I & II), Basic Narcotics Investigations Course, Basic Gang Course, and the School Resource Officer Basic Course.

Lieutenant Bell earned a Master of Science in Management (Criminal Justice Administration) from Oakland City University, a Bachelor of Arts in Business Administration from Columbia College of Missouri, and an Associate of Arts in General Studies from Central Texas College. During his 21 years of active-duty military career, Lieutenant Bell completed three combat tours (Operation Restore Hope – Mogadishu, Somalia in 1993, Operation Iraqi Freedom I in 2003, and Operation Iraqi Freedom III in 2005). He was twice awarded the Bronze Star Medal during Operation Iraqi Freedom. He was also awarded the Meritorious Service Medal, the Army Commendation Medal (5th Award), the Army Achievement Medal (5th Award), the Master Aviation Badge, and the U.S. Army Gold Recruiter’s Badge (3rd Sapphire).

Lieutenant Bell completed all phases of the Army’s leadership development courses, including the U.S. Army’s First Sergeant’s Course, Advanced Non-Commissioned Officers Course, Basic Non-Commissioned Officers Course, the Primary Leadership Development Course, the Equal Opportunity Advisor’s Course, and the Army Aviation Maintenance Manager’s Course. Lieutenant Bell is a proud member of Council Lodge #778 (PHA), the Society of the 3rd Infantry Division (Rock of the Marne!), the Association of the United States Army (AUSA), the Non-Commissioned Officers Association (NCOA) and the National Organizational Black Law Enforcement Executives (NOBLE).
