Homicide Investigation Update

The Birmingham Police Department reports an arrest has been made in connection to the murder of 71 year old Javanna Cotton Owens. Owens was murdered on Sunday September 13, 2020.

The suspect has been identified as:

Kartavius Vines, (37), B/M, of Birmingham, Alabama

Investigators presented the information gathered on the case to the Jefferson County Attorney’s Office for review. After an assessment of the case, a Capital Murder Warrant was obtained for Kartavius Vines. Vines will be held at the Jefferson County Jail with no bond.

Homicide Investigation

The Birmingham Police Department reports detectives are conducting a homicide investigation. The homicide occurred on Sunday September 13, 2020.

The deceased victim has been identified as Javanna Cotton Owens, (71), B/F, of Birmingham, Alabama.

At approximately 9:05 p.m., East Precinct officers were dispatched to 546 Brussels Circle on report of a person shot. Officers arrived on the scene and observed the victim lying unresponsive in the roadway suffering from an apparent gunshot wound. Birmingham Fire and Rescue personnel responded to the location and transported the victim to UAB Hospital. The victim succumbed to her injuries at UAB Hospital.

The preliminary investigation suggest the victim was walking down the street and approached a vehicle as if she knew the occupant(s). At this time an occupant of the vehicle fired a single shot striking the victim. The vehicle then drove away. With the assistance of FLOCK LPR Cameras, the suspect’s vehicle was located. An arrest has been made in connection to this homicide. Additional updates will be provided.
