Reclassification of Justifiable Homicide
The Birmingham Police Department reports detectives have received a ruling in connection to the homicide investigation of Marcus Leroy Williams, 23, B/M, of Birmingham, Alabama. The incident occurred on Tuesday, August 17, 2021.
Investigators presented the case to the Jefferson County District Attorney’s office for review. Following the assessment, the Jefferson County District Attorney’s Office ruled the actions justifiable. This investigation is reclassified as a Justified Death Investigation.
Birmingham has conducted 64 murder investigations of 2021 and 11 justifiable death investigations. The Birmingham Police Department adheres to FBI Uniform Crime Reporting guidelines set for all law enforcement agencies across the United States. FBI Uniform Crime Reporting guidelines do not require law enforcement agencies to include justifiable death investigations into the total homicide investigations counts.

The Birmingham Police Department is conducting a homicide investigation. The incident occurred on Tuesday, August 17, 2021.
The victim has been identified as:
Marcus Leroy Williams, 23, B/M, of Birmingham, Alabama.
At approximately 1:30 a.m., North Precinct officers were dispatched to 2549 7th Avenue North on report of a person of a person shot. Officers arrived on the scene and observed the victim lying unresponsive in the roadway suffering from an apparent gunshot wound.
Birmingham Fire and Rescue personnel arrived on the scene and transported the victim to UAB Hospital where he was pronounced deceased.
The preliminary investigation suggests the victim was walking in the area fully nude. He reportedly approached a motorist who was sitting inside of their disabled vehicle awaiting assistance, the victim then opened the motorist’s car door when the motorist shot him.
The motorist remained on the scene. The motorist was transported to the Birmingham Police Headquarters, where Homicide detectives questioned the motorist.
