Reclassification-Justifiable Death Ruling
The Birmingham Police Department reports detectives have received a ruling in connection to the homicide investigation of Arthur Montrell Armstrong. The incident occurred on Sunday, April 17, 2022.
At approximately 9:30 AM, East Precinct officers were dispatched to the 1200 block of Stonecrest Drive on report of a person shot. Officers arrived on the scene when they entered a private residence and observed the victim lying unresponsive near a bedroom suffering from an apparent gunshot wound.
Birmingham Fire and Rescue personnel arrived on the scene and pronounced the victim deceased.
The preliminary investigation suggests a domestic argument took place between the victim and an adult female prior to shots being fired. The female remained on the scene. Officers recovered two firearms from the scene including one laying near the victim.
Investigators presented the information gathered to the Jefferson County District Attorney’s office for review. Following the assessment, the Jefferson County District Attorney’s Office ruled the actions justifiable. This investigation is reclassified as a Justified Death Investigation.
The Birmingham Police Department has 35 murders thus far in 2022 including 4 justifiable death investigations.
The Birmingham Police Department adheres to FBI Uniform Crime Reporting guidelines set for all law enforcement agencies across the United States. FBI Uniform Crime Reporting guidelines do not require law enforcement agencies to include justifiable death investigations into the total homicide investigations counts.

Homicide Investigation

The Birmingham Police Department is conducting a homicide investigation. The incident occurred on Sunday, April 17, 2022.
The victim has been identified as:
Arthur Montrell Armstrong, (42), B/M, of Birmingham, Alabama.
At approximately 9:30 AM, East Precinct officers were dispatched to the 1200 block of Stonecrest Drive on report of a person shot. Officers arrived on the scene when they entered a private residence and observed the victim lying unresponsive near a bedroom suffering from an apparent gunshot wound.
Birmingham Fire and Rescue personnel arrived on the scene and pronounced the victim deceased.

The female will be interviewed by BPD Homicide detectives at the BPD Headquarters. The case information will be presented to the Jefferson County District Attorney’s Office who will determine if criminal charges will be filed.
