Deputy Chief Shelia Frazier-Finney

Deputy Chief Shelia Frazier – Finney was born in Birmingham, Alabama to the late Mr. And Mrs. Billy Frazier Sr. She is a graduate of West End High School. She earned a Bachelor of Criminal Justice Degree from Faulkner University and attended Talladega College for two years with a major in Political Science and minor in Journalism. She holds a Doctor of Jurisprudence Degree from the Birmingham School of Law.

Shelia Finney has 27 years with the Birmingham Police Department. She currently serves as Deputy Chief of the Investigative Bureau. She has held numerous positions within the department, to include Captain of the Community Safety Partnership Division, Lieutenant, North Precinct, Community Service Division and West Precinct. She managed the activities of the police departments’ Police Athletic Team, Explorers Post, Chaplaincy Program, and numerous community-based activities. She served as a Detective and Sergeant of the Vice and Narcotics Unit, and East Precinct Task Force (Wolf Pack).

Deputy Chief Finney is a member of the National Organization of Black Law Enforcement Executives (Noble), Metropolitan Criminal Justice Executive Association (MCJEA), Birmingham School of Law Alumni Association, National Association of Women Executive Law Enforcement (NAWLEE), The Alabama State Missionary Convention, Youth and Young Adult Auxiliary, Social Justice Director, and dedicated member of Zeta Phi Beta Incorporated, Alpha Sigma Zeta Chapter.

Deputy Chief Shelia Finney proudly served as the president (3 yrs.) and youth advisor for the Mount Pilgrim Baptist District Association’s Youth Department for 19 years. She’s facilitated annual Youth Conferences, Bible bowls, Oratorical contests, Rose pageants, Youth rallies, Southwest Youth Conference of the National Baptist Convention, USA (contributor), Semi/ Annual session programs, Rites of Passage, YMA-Young Ministers Association, and various other kingdom building programs for youth.

She is married to her husband, Mr. Willie Finney Jr., and mother of one son and nephew. She has three devoted siblings.

Shelia’s favorite scripture is “Trust in the Lord with all thine heart, lean not to thy own understanding but in all ways, acknowledge him and he shall direct thy path.” Proverbs 3:6.
